// Zorgverzekeraars Nederland streamlines and processes a large volume of questions thanks to an intelligent portal

Zorgverzekeraars Nederland (ZN) is the industry association for all health insurers in the Netherlands. The organization connects health insurers with one another and with key stakeholders in healthcare.

Together with Notilyze, an intelligent, centralized portal was developed where healthcare organizations can submit their questions and receive answers quickly. This results in an improved and more efficient process.

Everything at ZN revolves around good, affordable, and accessible healthcare for all insured people. Every year, insurers procure care through their regional care offices under the Long-Term Care Act (Wlz). As part of the procurement process, healthcare providers can ask questions about the procurement policy. The answers are compiled in a Q&A document (Nota van Inlichtingen, or NvI).

This process operates under tight deadlines, while the number of questions submitted can increase significantly within a short period of time. Previously, regional care offices used different solutions for answering questions. These solutions did not connect optimally, resulting in a labor-intensive process for the regional care offices.

This was partly because multiple people involved in the process had to review the answers at several stages. In addition, many of the questions concerned the same topic and had to be manually identified as duplicates.

A new tool therefore needed to combine regional and national questions, simplify the process of answering them, and partially automate it. An additional challenge was the available development time: just nine months, because the tool had to be ready and tested before the new procurement phase began in 2026.

// Bringing data analytics and software development together

ZN selected Notilyze’s proposal for a SaaS web application that combines data streams and presents the information in a clear, visual format.

The approach of using two teams - Software Development and AnalyticS - appealed to ZN because such a large amount of data needs to be processed under time pressure, while containing numerous duplicates that need to be removed.

Data analysis is therefore an important part of the project. And that is precisely Notilyze’s strength: extracting insights from data and building scalable software solutions around them.

ZN chose Notilyze because of the combination of IT expertise, AI expertise, and process knowledge. The application, developed in close collaboration with ZN, therefore incorporates intelligence to identify and remove duplicate questions, while addressing specific needs and taking legal requirements into account.

In this way, Notilyze helped streamline and optimize a relatively traditional process involving questions, lists, and answer overviews.

// Development in stages

Notilyze developed the tool in four phases:

Initially, the technical design was further refined and developed, and an acceptance environment was delivered for testing different versions. An iterative approach based on the Agile methodology enabled step-by-step improvements.

In the second phase, the tool was tested using datasets from previous Q&A rounds. This resulted in a usable and stable version ready for rollout, which constituted the third phase.

During this phase, the tool was put into production and specific configurations were implemented. Monitoring and logging were also activated to track performance and reliability.

The fourth phase involves technical management, which is also provided by Notilyze throughout the contract period. This includes maintaining a stable application environment with timely updates and backups, as well as providing support in the event of incidents.

// Efficient and secure data processing

In addition to data science and software development, Notilyze’s hosting expertise was also brought into the project.

The tool places a strong emphasis on security, alongside the efficiency and availability required of the SaaS solution. The portal is hosted in the Netherlands to comply with requirements concerning data protection and data sovereignty.

In addition, Notilyze is certified according to the internationally recognized ISO 27001 standard and the Dutch sector standard NEN 7510, which is specifically focused on information security in the healthcare sector.

During the tool’s active period of use, Notilyze provides proactive technical management, including implementing updates and monitoring performance and security.

During this period, the service desk is also available to register and handle reports or incidents. Any maintenance activities and updates are scheduled outside the active season to prevent disruption.

This approach ensures that the application can be deployed securely, scalably, and efficiently, in line with ZN’s practical needs.
